[MOD REQUEST] Floo teleport

First, sorry for my bad English.

I would like to propose a mod concerning Floo teleportation.

I find it not very immersive and unrealistic that you can teleport from anywhere, without restrictions.

I think it would be more interesting to be able to teleport only from an existing floo, and, even better, to add a consumable (powder?) necessary, and expensive, to use the floo, it would allow to must make the decision to teleport or really make the trip.
