New Clean Skyrim Profile Not Loading Properly

So I have a profile with about 69 mods enabled - everything works well. But I tried to create a new profile - with all mods disabled. When I boot up Skyrim, the wagon sequence is all jacked, I'm clipped in the front of the cart, and there are no NPC's anywhere.

 

Further, I tried to create another new profile, where only about 10 base mods were installed - all utility related - and when I tried to start Skyrim (upper left corner), I would hit the play button, the vortex logo would do the 'loading' thing, and then it would stop. Skyrim wouldn't launch.

 

So....... I can't seem to get these profiles working. It's almost like disabling the mods still leaves some traces of the mods intact, to the point where it is affecting the new profile in negative ways. The true test of this is the 'clean' profile. If all mods are disabled, Skyrim should run vanilla, right?

 

BTW, I'm running Skyrim 1.5.97. Not sure if that makes a difference. No mods installed manually - everything is installed through Vortex.

 

Any advice?

Sounds like you've got unmanaged files. When all mods are disabled (or purged); Open > Game folder (linked in top tools bar of Mods tab) & make sure that there aren't any non-vanilla files or folders - that're unmanaged by vortex (can't be disabled/purged for its profile swap to control). Typically these are created by tools without an output folder.
