Open City + Cyrodiil Transportation Network

My game Crashes to desktop when I enable Cyrodiil Transportation Network with Open cities I followed the read me and the load order is correct.

 

Cyrodiil transportation network OC.esp

OC+CTN Patch.esp

Open Cities Outer Districts.esp

 

Only thing I can think of is the OC at the end of the Cyrodiil transportation network means Open city. I don't have that version and I can't find it either I downloaded.

then the Open cities patch

and Open cities.

 

Any ideas why it crashing to desktop.
