Very Tiny Dots All Over Screen

Nevermind, I believe I figured it out. I completely disabled my ENB instead of just disabling some options and it fixed.

 

There seems to be some very tiny dots all over my Skyrim window. It's more visible on the neck and, nose, and underneath the eyes. Also, you may have to look closely to notice them, but even then I can tell they're there and when I move it just looks strange. Can anyone explain what is causing this?

I have an ENB that I tweaked, but I've disabled pretty much everything and it had no effect.

There are few ini tweaks that I've done, but this is the only one that affects shadows. I've disabled it and it has no effect.
