flying enemy and enemy wizards or witches firing spell as you fly by

Hi anyone can create a mod for my idea of:

 

1)flying enemy on broom or animals firing spell at mc like a flight battle, the spell firing animation can use revielio on broom. Enemy fall when hit can use the desparo spell effect.

 

2)enemy firing at you when fly by like in the story.

 

Sorry i not modder but got some good idea to share and hopefully someone can create it.

 

This can be fun and i know it wont be easy to implement, maybe DLC?
