If you want Fallout to look better (the default textures aren't that great), I'd suggest-

Terrain Pack and it's Rock Add-on Pack.

The Megaton Texture Pack

The Rivet City Texture Pack

Fellout (The Fallout 3 Weather Overhaul)

Some awesome mods that I highly recommend-

Enhanced Weather- Rain

Interface Mod- Revelation

Existence Radio

Summer V2 (if you're looking for an Oblivion-type feel)

TheOutbreaks Wasteland Moods Series

Anyway, just search around the forums ;) ... there are way to many amazing mods to list here.

You guys are forgetting to tell him that he needs a few things first to have more compatibility with mods.

First before you download any mod you need ---->

Fallout Mod Manager

Fallout Script Extender

Fallout Mod Manager allows you to arrange the LOAD ORDER of the mods you have. It's essential because the Fallout 3 launcher doesn't let you do this. Which leads to crashing.

Fallout Script Extender (FOSE) allows you to play mods that have it. Which some new great mods are using. Once installed you can launch Fallout 3 from Fallout Mod Manager via the FOSE button.

Also If you plan on using the newest Patch 1.5, you will need FO3 Edit. But for now, get Patch 1.4. You'll have the most compatibility. If you have issues ask here and I'm sure people will help you if you can't get a mod to work.

---------------------------------

I do recommend after you play the game once to install maybe FOOK or FWE. They change quite a few things.
