radial blur only in solstein

for some bizzare reason, whenever i go to solstein i have to put up with this terrible radial blur effect http://i.imgur.com/j8oUDue.png

 

i was in the area for a short while and everything was fine but after spending a little time in the new area i got this insufferable radial blur that makes the area unplayable. once i leave and go back to skyrim everything is fine again, it seems to only be when i return to this land that i start having the problem again, can anyone help?

Do you have watery eyes toggled on for wet and cold ashes? if you do either turn it off or find some goggles.

that was totally the source of it, thanks for the help! now i will just have to find some equipment to deal with this weather :)
