Natural traders' requests disappear

I am playing with no DLCs and a number of mods. I have the new world but only engineers, so not very far. I noticed that the natural traders, such as Eli have no requested goods any more. I found an earlier save that Eli's soap was present but a couple of saves later it disappeared again. I went through disabling mods and checking but the requests did not return.

 

Has anybody had a similar problem? I don't really want to start over. I would patch the original asset file (?) but I have no idea were that would be.
