Trouble with modding

Um...yeah, everytime I try and use a preexisting mod to make a new mod, it doesnt work. For example, I opened CS and loaded Dalls Black Bow and changed its properties to make it and the arrows non-enchanted, then I went and made an empty chest and named it to go with the bow. I gave all of the above completely new ID's and saved them as "Secret Chest". Then I opened CS again, Loaded Dalls Black bow AND the new Secret Chest mod and placed the bow and arrows in the chest and the chest in the sewers. I then saved this new mod as Black Bow Mod and went to the Mod manager, checked Dalls Black Bow, Secret Chest, and Black Bow Mod and started the game. I went to the spot where I placed the chest, and the chest wasnt there. However when I placed the redone Bow and arrows directly on the floor without the chest, It worked fine. In this case there is a way to get what I want (the bow and arrows) but in other mod projects, there arent, and the objects that I am depending on appearing are simple missing when I load the game...Help?

You must use wrye bash to make the mods you want to use in the CS into a master file. Then when you're done making and saving your new mod, you hafta switch them back to an esp file. Then play. :3
