Bypass RL-3 Karma Check with Robotics Expert? And Agility affecting mo

Would it be possible to make a mod that allows you to bypass Sergeant RL-3's Karma Check if you have the Robotics Expert perk?

 

Also, is a mod that changes the player's movement speed based on their agility, like in FONV possible?
