What dictates what LE can handle?

Once, I tried to follow one of MxR's load orders. It involved mainly Tetrachromatic ENB and Spring Forest Overhaul. My game couldn't handle it. In particular, loading screens were all super long and half the time the game would crash before it successfully loaded. Clearly the game couldn't be played that way.

 

Just now, I had a thought; why could his system handle the setup while mine can't? I should exceed its specs, and LE doesn't use the full capacity of your computer. How then could his system handle the combination of these two mods while mine cannot? I did try Spring Forest Overhaul on its own once just to see what would happen. My game had such low fps it clearly wasn't playable. Don't know about the ENB, but I've heard its one of the hardest on performance.

 

Long ago I wondered; why do mods like SFO and tetrachromatic exist if no one can run them? My game can't, even though my SE probably could (I was able to run 4k textures and any enb I wanted without ANY framerate drops). How could MxR have pushed his game beyond the limits of mine? Adding more RAM would do nothing. Does the graphics card make a difference? Is it limited like the RAM? How is it possible for people to be using mods that my comp can't even though as best as I can tell the game should be running as good as it can? It just makes no sense!
