Skyrim AE Mods are not loading when launching through SKSE64

Hi, I am having a very similar issue and was wondering if a fix has been found.

I recently purchased the AE Upgrade for Skyrim SE on Steam Winter Sale.  When I launch Skyrim SE via the Steam Library, I see it load the AE content (Golden Dragonborn Emblem and no Upgrade notification) but when I load the game through Vortex and SKSE it appears to only load the SE content (Silver Dragonborn Emblem and shows the AE Upgrade notification).  All Mods in Vortex are enabled and are loading and in game as far as I can tell once the game loads.  No mods show errors or available updates in Vortex.  I get the same results when I use the SkyrimSE.exe, SkyrimSELauncher.exe, and skse64_loader.exe files directly from the game folder.  It seems that maybe the AE DLC content is loaded ONLY when launched via Steam.
