No more brawl dialogue option

Uthgerd, Benor and the 17Favor NPCs No longer offer the topic to brawl. Ive checked the dialogue topic through SSEDIT and no changes have been made.

I've never once in all my years playing skyrim had THIS exact problem. I of course really want to avoid having to purge everything and start with a fresh install.
