Enemies don't attack

I started noticing at one point during my playthrough that certain enemies wont attack me all the time, this is the case with mostly mele combat. I think it might have happened when I installed the wait your turn mod, but now after I uninstalled it and uninstalled other mods such as immersive creatures (that I ve seen could have been part of the problem as well) it still persists. I started a new game and spawned some enemies and most of them dont attack me at all still.
