If you are using Nvidia, you can enable higher resolutions via DSR (Dynamic Super Resolution) option in Nvidia's Control Panel under Manage 3D Settings. This allows you to change and render the game at higher resolutions while the game's running in fullscreen. And be sure to disable DLSS when taking shots so that it remains true 4K.
