vendor won't sell weapons

I have a vendor that sells food and misc items, and I wanted the vendor to be upgradeable to sell weaponry too. The problem is that weapons will not show up on barter menu. I tried changing the vendor to a weapon vendor and it didn't change anything. I tried adding weapons directly to the merchant container and deleted everything else. My understanding is that if the vendor is set as a weapons vendor and there are weapons in the vendor container. What could I be missing? Thanks in advance for any help.
