Hair and underwear flashing

I added a few mods, and everything was running smooth as I worked on testing to see if everything was working, but now my underwear and my hair are flashing and the texture is glitching out. I can't figure out what mod it could possibly be since I removed every appearance based mod to see if it fixed but even without appearance mods the underwear and hair were glitching out.

I had the same problem right after I installed a costume mod. Try to remeber which is the last costume you had installed before the problem showed up and try to remove that mod.

Last one i remember putting in when it started was the mod npc dressing: blur removed, but it was like 6 am on an all nighter and i was tired.

 

edit: I just launched a fresh, unmodded, complete base game file after a hard reinstall and its still having this problem

edit: I just launched a fresh, unmodded, complete base game file after a hard reinstall and its still having this problem

 

Looking it up, I found out the problem wasn't mods, messing with a graphic setting in vanilla messed it up. Dunno what setting but when i revert all settings to default it fixed.
