Very Strange/Unique Bug

Alright, this is a very strange bug that I've encountered; I tried looking for any similar incidents on these forums, but I have not been able to find any topics regarding the issue.

 

Anyway, as the description mentions, when I enter the Museum of History from the Mall area, I find myself unable to move in any direction upon loading. Strangely, it does not place me right inside the door from the Mall, but rather upon loading I find myself closer to the door leading to the Underworld Concourse. Also of note, is the cone sticking out through my character. In addition to the cone other objects were present (tin cans, assorted bottles and a copy of "Nikola Telsa and You" that were all stuck in my character and moving erratically.

 

I've tried using the "tcl" console command to see if that would allow me to move, but it was not successful. My only solution to getting into Underworld was to use "coc underworldconcourse". In a similar fashion, if I tried leaving Underworld, I would end up stuck in the same situation as described above.

 

Long story short, this is a fairly unique bug and I have no idea of how to go about resolving the issue. I am able to circumvent going through the Museum of History by using the "coc" command, so it isn't game breaking, though it remains very bothersome. So far, no other zone/area I've visited has this problem. If anyone has possible suggestions they would certainly be very welcome.

I've just experienced the same issue.. (I just installed Phalanx, so I suspect that's the trouble spot.) Testing a clean game w/o Phalanx now..

 

And, disabling Phalanx and loading the same game with the "problem" fixed it. Something's up here?
