Smapi won't load specific portrait mods + SVE isn't working yet all requirements are met

So I've got two core issues that I've been unable to fix, I've tried re installing the mods, reinstalling smapi, clearing out all my mods in and out of vortex manager & looking online for help. So far I have found no solution and I'm honestly stumped on what to do next.
For context I have 3 mods in total that aren't being loaded or aren't working as intended on startup, Tweaked Shane Portrait (CP), Seasonal Outfits for Tweaked Shane & Stardew Valley Expanded, showing a different error for the two different kinds of mods.
