you installed OBse in its proper place? It does not go in your game daya folder,thats the most common mistake made

where does it go?

Main Oblivion directory, one step above Data. See this from the README file of v. 0017a:

1. Copy obse_1_2_416.dll, obse_editor_1_0.dll, obse_editor_1_2.dll, and obse_loader.exe to your Oblivion directory. This is usually in your Program Files folder, and should contain files called "Oblivion.exe" and "OblivionLauncher.exe".
2. Run oblivion by running obse_loader.exe from the Oblivion directory.

There, you're set.

that is where obse is, but as far as actual plugins, they are in oblivion/data/obse/plugins. this is where the readme for the mod told me to put it, other mods are loading themselves there automatically

I reloaded obse in the oblivion directory just to make sure and made sure the files do not exist in the data folder, and the problem remains

Yes, the data/obse/plugins path (inside the Oblvion folder) is the correct one. Two more questions then:

- which version of Windows you're using;

- how many mods are you loading?

Also, which release of OBSE? Is Oblivion patched in any way, as well?

For a comparison, my installation is running smoothly with the latest patch, latest OBSE, and a few plugins (plus OBMM as well) - on a Vista Home SP1 system.
