Grass distance of visibility

Hi, people.

Looks like I've already tried everything with .ini tweaking, video settings, alternative .dll files and launchers and so on, but my problem still bothers me. All my video settings are ultra, LOD and distance of view are at MAX settings.

(don't put attention to lags, they're caused by FRAPS).
at this video fGrassStartFadeDistance = 12.000

So, if I move towards the grass patch, at some moment WHOLE patch becomes visible.
Before that moment NO grass is visible.

I think it should look another way: as player moves to the closest edge of the grass patch, grass should become visible gradually and at long range. But I can't change distance between a player and a closest edge of the patch, which triggers grass loading!
I can make grass appear gradually only lowering grass view distance in settings, but that leads to grass being unvisible at long range at all.

I've already tried changing uGridsToLoad, tried 7, 9, 11 - nothing helps with the grass.

I'm not sure it's hardware problem, 'cause I have this type of grass loading at both my PCs:
- desktop: Intel Core2 Duo 3.16 GHz, gtx660 2048 Mb, 4 RAM, Win 7 32bit
- notebook: Intel i5 2.60 GHz, gt740M 2048Mb, 6 RAM, Win 8 64bit

Some people say it's not a problem, but normal way of performance.
Some people say it's not normal, and grass should become visible earlier.

It is a malfunction?
If yes, has anyone faced it and solved it?

I've tried More Grass mod as it was advised at the topic above, but it didn't help anyway. More grass - yes, but grass still suddenly pop-in instead of loading gradually.

Can there be another solution?
