'secondary weapon' flag. How does it work?

Opening a weapon sheet on the CK, there's the 'secondary weapon' flag. What does it do? What it's name suggest?

 

If I flag a weapon as 'secondary', do a NPC spawns with this weapon AND another one (being the later actually used by the NPC)?
