Download speed Issues

Heya, I've been having some weird connection issues, my average download speed is normally around 1.8mb /s (Thanks rural Australian internet) but in the last few days I've been having wildly inconsistent download speeds depending on the file. As noted below, small files download just fine but larger files grind to a halt, which is why I've listed both the speeds for each file size because they're just so drastically different.

I was also unable to complete Trace route, as the command prompt window would consistently close when it got to around 7. As such, I've attached a screenshot of the window that I managed to grab right before it closed, my apologies for not being able to provide all of it.
