Bug in Werebeast form, switches camera and disables attack when approaching NPC.

As the title suggest I have an issue when I enter my werewolf form.

Everything seems to work as intended until I approach any NPC, wild animals dont seem to have an effect.

When I approach, say, a bandit, it switches to first person, even though I dont believe I have a mod that is supposed to do that. When in first person I can walk, open menus, interact with a grab items, but I can't draw my claws, attack, or use powers.

I have been playing my save for some hours, and everything else I have done in game has worked perfectly.

This bug repeats for me every time the exact same.

UPDATE

After trying to disable as many mods as I could think of that would have any interaction with the werebeast transformation to no avail.
I just got around to trying a new character on a new save, forced lycanthropy (by which I mean with alt start, picked a start that starts you with lycanthropy and activated as a power as usual), and strangely enough, the bug did not happen when I approached an NPC.
Reload suspicious save, still borked. Changing nothing between things.

Thoughts?

Things disabled in attempt to repair, making sure to rerun Nemesis when needed.

-Immersive interractions (though funny enough the animation fix option on this mod fixes things untill I approach an NPC again)
