How to make named enemies legendary?

Just as the title says. I'm wanting to go through and make all the named and boss type enemies to be legendary. I've tried searching searching through google for tutorials and have gone through most of the creation kite. But I'm still no closer to figuring it out.

 

The reason I'm wanting this is because it doesn't seem like there are any mods like this. There are ones that add named legendary enemies. But I'm more just wanting to add to what is already in the game.

Okay this really helped. Sorry for asking the same exact question.

 

But let me bring more questions here. How would I go about making the legendary effects random? How would I go about making more legendary effects?

 

All of these will probably be answered and figured out. But still I should ask.
