"The End of Order" rendered unfinishable

It is so sad to see such a fine expansion end this way, and seeing as you can't go anywhere to evade this quest, my current save game is just broken, I close the first obelisk using three Order Hearts, then the alert comes up about a second obelisk popping up opposite the first however the Obelisk remains inactive. I have tried skipping to the third using the console but that does nothing either. Has anyone else ever encountered this and know anything that could help?
