Does anyone know why the exist effectness of enhencement is higher than it should be?

for instance, in edit the EnchArmorFortifyRestoration06 effectness is 25%,

anctually in game it shows 26%,

EnchArmorFortifyMagicka06 in edit should be 70% but in game is 73%.
