Is this a random encounter or is it unique to this one npc?

I just watched a video about potential spouses in Skyrim. For one of them, epicnate mentioned an odd world interaction you can get. Apparently if you attack but DON'T KILL one of Sorex's relatives, he'll track you down and threaten to murder you unless you apologize. On a side note, demanding an apology from someone you're willing to kill seems rather mis-matched.

Strangely, I can find nothing about this interaction on the UESP. I know there's quests that can trigger from you assaulting people, such as getting hired to beat up someone else. I wonder if this interaction is actually a generic one that you can get from other npcs? I normally don't go around punching people. If I do attack any npc, I normally also have the intent to kill them, so I normally don't have 'survivors' walking around. Also, I normally don't attack civilians, so there's that too. On a side note, you know those quests from the companions you can get where you're told to go rough someone up? I wonder, can one of Sorex's relatives be chosen for that quest, and if so would that cause him to do this? I don't know since I normally avoid that quest, because I always saw it as out of line for a group of 'noble warriors'. Okay, granted, they're not as noble as they make themselves out to be, but that's irrelevant here.

What is this interaction and is it unique to him or can it trigger from multiple npcs? Keep in mind, the video showed the dialogue from it, so clearly its part of the game, though I've never once encountered it myself.

The best way to figure something out is by taking it apart.

The quest you're looking for is WIAssault01, which handles attacks on relatives. WIAssault02 is the one that handles attacks on the enemies of certain NPCs.

Looking this up, apparently the UESP does mention some quest called 'apologize or combat', but it doesn't elaborate on it. The discussion tab for some npc called Lortheim mentions this quest, so maybe it can be triggered from different npcs? I would sorta expect though that it can only be triggered by npcs with certain voice types. What, could Eorlund's wife come after you if you punch him?
