Should I be using High Level Enemies?

I've been attempting to do this stupid 'relic hunter challenge' for years now. I'm starting to think I simply can't do it.

 

I decided to use this opportunity to make my character as OP as possible, because I've never done that before (because I thought dragonbone weapons with fire and shock enchants were the most op, instead of stalhrim with chaos damage). Last time I did this, I found everything in the end game was an utter joke. Even the ebony warrior wasn't a challenge to me, even if he did impress me compared to everything else. To fix this, I chose to play with high level enemies.

 

However, I've been finding it makes the early game too hard. I had to abandon my last attempt because I found I simply couldn't handle anything. This time I chose to play an orc to try and fix this. Couldn't get a decent quest from the companions. Skjor wanted to me to clear a vampire lair, which I chose not to do being only level 2. Farkas tried to get me clear a falmer den before that, which I obviously also rejected. Vilkas gave me this quest to save Amren from Broken Fang Cave, and I had no option to refuse this. Got over there, entered the cave, and I just kept getting one-shot by this fire breathing skeleton. I ended up using my berserker rage just to clear the first area in that dungeon. It worked, but the skeleton revived on its own after my rage wore off, killing me yet again. I've deleted my saves already.

 

I'm starting to think I shouldn't be playing with this mod. I straight can't handle it at low levels, and I'm getting sick of fighting things I clearly don't stand a chance against. Wtf am I supposed to do about a resurrecting enemy who has this massive aoe spell they can instant-cast that can take me down from full health? This is stupid and I'm really starting to hate this mod. Before this it was those stupid mounted rieklings SiC spawns on the main map. In hindsight, I think now this stupid HLE was making them even more OP than they normally are. I've also been having a problem with these gigantic tundra spiders spawning in the whiterun fields when I'm only level 1. I clearly don't stand a snowball's chance in hell against those things either. I don't know if removing HLE would fix that, especially since from my understanding it shouldn't be affecting lower level stuff, And yes, I'm playing adept. I normally play on expert, so I shouldn't be struggling at level freaking 1 against skeletons. Those damned things are tankier than bosses!

Decided to take a peek inside the esp for high level enemies. Turns out, it adds NO skeletons into the game. Seriously. The mod page also says nothing in it should spawn until you're at least level 10. Turns out, the things I've been struggling with are in Immersive Creatures. Namely, that 'fire skeleton' and 'giant tundra spider' have a minimum level of 12! What the crap? Level 12 minor enemies on the sides of roads and at the start of dungeons? I'm wary to do even draugr tombs now in fear of running into these op skeletons. No idea what I can do, and I'm starting to think now that I simply can't do this. I mean, how can I possibly complete this challenge if I can't handle the enemies one of the required mods spawn at level 1? Fml...

Well, I can't make sense of the difficulty settings. Its set to 'adept', just like the game's difficulty is set. That doesn't change how hard they are. That's probably because all the newly added things are far higher level than they should be. Before the game was spawning level 20 and 40 mounted rieklings when I was level 9! I don't what's going on, because I wasn't having this problem the first time I ever did a complete playthrough with it. The only difference is that time I removed most of the new spawns, and kept the solstheim creatures to solstheim. You can't disable those skeletons though, and I don't remember seeing those damned tundra spiders on the sides on the roads at the beginning of the game. High Level Enemies must be modifying the leveled lists is all I can figure.
