Vortex is showing an error when attempting to MOD FalloutNV

Hello, I am fairly new to modding in general so please excuse my ignorance on the subject. At starting Vortex a notification preparing game for modding appears.

After a few seconds Three more notifications appear one for " Failed to update masterlist " and two for ' Failed to load master-/userlist ."

This is my setup:

Windows 10 Home

Processor AMD Ryzen 9 5900X 12-Core Processor 3.70 GHz

RAM 32.0 GB (31.9 GB usable)

64-bit operating system, x64-based processor

GeForce GTX 1070 ftw

*Although i am aware probably the OS is the only thing here that might even be relevant on the list*

 

When I click on more information on the notifications I see that it says to Delete a file called masterlist form " \AppData\Roaming\Vortex\falloutnv " in

order for it to force Vortex to download a new one, but there is no such file. It also says to check the firewall, which I have done but Vortex doesn't even seem to appear there

for me to add it app exceptions. Vortex was installed following recommended settings. I will add some snips I got maybe they will help identify what the problem is. If anyone has experience with this issue and could offer some guidance on how to fix it it would be great . Thank you.
