Download Speed Slow

I am experiencing very slow download speeds. The speeds I am receiving are 50-500KB/s.

PSB required information:

Country: UK

ISP is Plusnet.

Average download speed: 7MB/s

The only server test that is working for me is the worldwide with an average of 8MB/s.
