Multiple Perks Per Level?

I Have not played FO3 in a while and am just starting a new game when I ran into this.

 

Right after exiting Vault 101 I level up and choose my skills click "done" and go to the perk page, it says to choose two perks but will only let me choose one. Then after I choose that one I cannot choose another and every option is grayed out except for "back".

 

I am stuck there. These are the mods I have loaded so far. I also have Stewies Tweaks but nothing I enabled in the ini would interfere with this. If you see a mod that would cause this let me know.
