Weird bug that may be interfering with quest

I'm currently playing Skyrim Special Edition and I have been having issues starting the quest A Daedra's Best Friend. The game basically acts like the quest has already been completed since I can't start the quest by talking to Lod and the guard outside Falkreath never asks about seeing a dog. Barbas is no where to be found and when I go to Haemar's Shame his statue is there with Clavicus Vile. The mods I've loaded are:

I think that I would suspect something happened with your Stunning Statues mod... There is one comment on there about textures not updating properly on a game save installation.

I do not know if this is relevant to your problem but it may be. You must be level 10 or over to get the quest A Daedra's Best Friend from the guard at the entrance to Falkreath. If you are level 10 or over you may get the quest from a Falkreath guard that is just roaming around and not necessarily at the entrance to Falkreath.
