LE Remove turning animation, and have non combat camera for combat

One thing about skyrim that really bothers me is the turning animation, it looks pretty silly. So i was wondering if we could just have the camera move around the character even with the weapon out (like having weapon sheathed). Is there some INI setting i can adjust or is that just how it is?

A good example is the lastest tomb raider, and the camera seems to work flawlessly, cuz the camera moves around her when shes standing. so theres no funky turn animation.
