Buggy arrow collision on idle enemies.

Now, this seems to be a problem only I am having. Because after searching for a while I failed to find any mention of it other than in a 5 year old reddit post with no replies. Arrow collision on idle npcs (and sometimes in npcs that I am fighting) is sometimes like this.

 

Arrows that should hit don't (Particularly in the head) and arrows that shouldn't hit do. Are there any fixes for this? These are the mods I am using:

I get that sometimes. My presumption has been that those "npcs" who aren't hit with what I think is a dead on shot, have some sort of buff or are considered by Skyrim to behind some (invisible to player) barrier.

 

And yes, it's annoying, isn't it?
