Ability to create all spells during spellmaking w/o buying the effect?

Hello,

 

What I am looking for is a mod which will allow me to create spells and enchant items without first having to have already bought the desired spell/effect.

 

I remember having found such a mod before, but I did not bookmark it, and now I can't find it.

 

I just looked through the list of mods thread, but I can't seem to find one that does this.

 

Any help would be appreciated.
