[Mod Request] Changing the colour of lightning spells to red.

Hello,

 

I was wondering if it was possible to make a mod to alter the colour of lightning spells to red? specifically for the Bronze Dragon Dragonborn subrace.

If it's possible could anyone recommend any resources to help make classes and races, I want to potentially remake blood hunter for a friend who I roped into playing the game lmao, and what tool would I use for altering the colour/vfx for myself?
