Everything stops working after Dlc popups

I've been running into a glitch after leaving Doc Mitchell's everything seems to work fine until the DLC popups appear then after clicking through the GRA Popup the escape menu stops working, weapon sounds don't play and I cant talk to anybody or activate anything. I've run FNVEdit and it didn't show any conflicts or anything.
