Can't Improve Armor or Weapons!

I recently found out that my latest character can't improve ANYTHING. It's quite irritating since I need all the help I can get as he ia a barely armored character. All items are greyed out and say I don't have the current skill, yet I'm Level 6 and have no smithing perks.
