'Expert' and 'Master' arcane perks make novice and app

I think it would be beneficial to add another effect to the "Expert [skill]" and "Master [skill]" perks in the arcane skill trees: The Expert perk should make novice level spells cost nothing in terms of magica, and the Master perk would do the same for novice spells. For example, acquiring "Expert Destruction" would reduce the magicka cost of the Flames spell to 0. I feel this should be done to help balance magicka-based skills with those focusing on stamina. When using a physical weapon, one can still perform regular attacks if stamina is depleted, just not power attacks. With a spell casting character, one is forced to wait for magicka to recharge, unable to perform any sort of action without the use of potions.
