[SSE] More active burnng od King Olaf

I've got holidays and everyone mills around, drinks and dances and at least one NPC plays a song at those holidays. The burning of King Olaf festival aat the bard's college though. You might get Jorn playing for a short while but that's it.

Everyone just stands around like zombies. The food vendor section is pretty empty. The folks who witnessed the lighting of King Olaf don't move . They just stand around like lumps. It would be nice if it felt more like a festival
