I have steam set to offline mode, and start the game with sfse, via a shortcut on my desktop. Just gotta have steam running in the background, and it's all good, and steam does NOT update, until I tell it to.

Yeah, I didn't have it in offline mode, I should have.  Oh well, Address Library was just updated, just gotta wait on SFSE.

Nexus has released their Monthly Roundup - September 2024 by SlugGirl - https://www.nexusmods.com/news/15102

The September roundup contains news regarding the new Nexus Mods App that is currently being worked on, as well as information concerning the Nexus site itself. Anyone who uses Nexus Mods (or is just interested in keeping up with the doings of the modding community) should check it out and read it.

If you are not already doing so, you might consider setting the app manifest for Starfield to read-only, so Steam cannot update it.  For me, the Starfield Steam ID is 1716740.  You have to remember to remove the read-only setting when are ready to update, so not everyone will want to do this.  The following video includes multiple tips for preventing Steam updates.  The method for setting the app manifest to read-only is discussed in the video starting at 1:27.
