I haven't Installed my gtx780 ti yet, but i would like to mention the gigabyte gtx 780 ti windforce oc edition is the highest clocked gtx 780 ti on the market, other then the evga model.

It may be higher clocked, but you can set just about any clock on your card, it just cuts down on boost if overheating. At 100% the coolers are uncomfortably loud. The only thing that matters is the performance/noise ratio, and the MSI version is unmatched at that. At any given noise level, except for "I don't care", it's the fastest. And at that "I don't care" level, 290X CFX is the winner.

I do enjoy and plan on playing some Fallout games, yes. So, I should invest in a sound card?

It depends on the speakers. But, generally, with good speakers, and given good budget, yes.

X-Fi Titanium (not HD) is probably the best PCI-E gaming sound card today, though it's now officially retired.

As for cooling, do you have a suggestion? Once again, no idea how to go pick something compatible.

Pretty much everything is compatible.

The choice of "water in a box" (H100i) vs air cooler depends on whether you prefer uncluttered internals (water) or not being tied to the case used (air). Both price and performance are similar today.

If you're getting a non-K CPU, since o/c is capped, air cooling can be significantly cheaper while providing all the performance it needs to. This is probably the air cooler to go with in that case: http://www.newegg.com/Product/Product.aspx?Item=N82E16835233089
