Help Creation kit settlement bell

I hate getting on here because I always feel i should be able to do it without help. so in my defense before i drone on asking possibly trival questions i will say i attempted to do this my self,

 

i am trying to basically create a item that i can put in my inventory that commands and calls my settlers to me like the workshopbell, ive tried taking and making new weapon like a 10 mm and applying the scripts basically copied the properties of the workshop bell over to the weapon and tested well obviously no dice, im not asking any one to do this for me, i just cant figure how i can do what i am wanting to do any advice would be greatly helpful i am sure i will learn alot last time i was here i learned a ton about collision and solved the issue i had then with my bridge mod ,
