Enemy levels and loot tables

Hello, first time writing here, kinda braving the unknown.

Not sure if this should go here or in "Modding help" but if it's the wrong place, let me know and I will re-do.

I got a couple of ideas that would make the game significantly more enjoyable for me (and I think for other people too). I was waiting, but checking the mods, I saw that more and more things could be done with bat console commands, so maybe these can be done too. I'm not specifically asking anyone to MAKE the mod, but I could certainly use the help of someone wiser than me (which is not that hard to be honest).

1. The level of the enemies that spawn is on accordance to the level of the system you are in. If I'm on a lvl 45 system, I expect the enemies to be, if anything, around that level. No more level 2 pirate on a level 75 system.

Now, this, I saw there is a console command to define the odds of getting an elite enemy, so figured there could be some command that would allow this to happen.

I have tried to use autocomplete on the console but it doesn't show a list of variables. It would be helpful if someone could point me in the right direction. Maybe there are some packed files that usually contain spawn rules where I can check the variables to begin working on this?.

2. The quality of the loot is in accordance to the enemy level. No more save scumming, no more disappointment getting a "calibrated" piece from a level 70 elite.

This is mostly the same. I thought maybe I could find a "better loot" mod from skyrim and get an idea of how it could be done, but most of them have custom loot, models, etc... too complex for me.

3. (this is a bit of a tangent from the title). i would like to rebalance the capacity of the storages for materials on outpost. the 75 capacity for that big of a box makes very little sense. I've discovered I can change it with the console selecting the item and changing its capacity. But I think it would be more elegant if there was a command that would change the capacity of "that type of box" instead of the unique box you've spawned.

These are just 3 of the things I would like to mod, well, the least ambitious ones that I thought (maybe too optimistically) that I could tackle myself.

If I'm asking for too much, please excuse me, you know how bold ignorance can be, and I may be making very wrong assumptions.

Thanks in advance for any information and help.
