Terrain parallax textures mix

There are two types of terrain textures in my game, some with complex parallax and some without. Some of the regions without do not appear to have parallax options (e.g. Bruma). I have read that once the terrain parallax feature is checked in ENB, all terrain textures must be parallax or there will be a spiky looking appearance to the non-parallax textures. I confirm this happens to those textures. Is this still necessarily the case? The mod Auto Parallax fixed a similar problem for objects, but I could not find any so far for terrain. It seems for as long as I have regions where no parallax option can be acquired, I have to keep to flat textures for all regions to prevent this bug. Has anyone found a way to have some terrain textures complex parallax and others flat without producing the stalagmites?
