Toolbox and Doctor Bag to Raise Repair and Medicine skills

I have been working on editing all the armors in game to only include realistic effects. For example wearing a piece of leather armor should not make you better at repair, or medicine ect.

 

Therefore I thought it would be cool to add toolboxes and Doctor Bags into the game to increase skill. Would it be possible to make them equip able like a weapon <as you aren't going to hold your rifle while you work on a wound> but only have the affect on increasing said skill?

 

In addition would it be possible to start them with a low repair bar when you find them but every time you find a screwdriver or wrench <which could be scatter around the game world> you could use them to repair your tool box and make the corresponding skill bonus go up as it gets repaired more. Example, you find the toolbox but it starts at like 10% health which gives you a meager 5% to repair skill while equipped, but after scavenging around a bit you find several items to repair it <screwdrivers, wrenches, pliers, ect.> which raise its health to 50% and now the toolbox gives 15% while equipped.

 

The same could be done for Doctor's Bag, with empty hypos, gauze, ect. repairing the bag.
