Deployment using symlinks breaks animation mods

Hello. When I deploy an animation mod using symlinks it breaks certain animations in Starfield. Dev said that it's a Vortex issue. Is this behaviour final and by design? Because, current implementation is an extra point of failure for the end user. My expectation is that any mod will work in any setup. Please, elaborate.
