[Mod/Mod Balance Question] "retired soldier" background viability

First, would a background that gives proficiency with Nature checks and a weapon category (either broad like the feats or a specific weapon type) and has the background goals/interactions of Outlander be notably unbalanced? (Sort of intended as a "you were a soldier/mercenary/etc. who ended up acquiring a fondness for nature and leaving your old life behind" thing)

Second between the background goals/interactions and selecting a weapon category/type would such a background currently be possible to mod in?
