Edit Specials derived stats

I was hoping to change the derived stats from special.

Examples would be

carry weight = (STR*20)+(END*10)

HP = (END*15)+(STR*5)

 

The idea is to make it where each statistic has both a major and minor contributor to the derived statistic where your character isn't completely worthless if you decide to make one stat low. In addition I hoped to make Perception more useful by allowing it to affect accuracy, and Agility to affect run and walk speed.

 

Is it possible to do this, and if so how would I go about adding these features.
